The AMF white-list lists CIRCLE INTERNET FINANCIAL EUROPE SAS. Two AMF entries apply, both verified directly from the AMF’s public register:
E2024-111, registered 15 April 2024. Services as listed by the AMF: custody of digital assets and trading of digital assets against other digital assets [S8]. The DASP regime applies until the earlier of 30 June 2026 or full CASP authorisation.N2026-005, authorised 23 April 2026. The AMF page records that Circle Internet Financial Europe SAS is authorised by the ACPR with the AMF’s assent under the MiCA Article 60 notification procedure (EU Regulation 2023/1114), and lists the services covered: custody and administration of crypto-assets for clients, and transfer of crypto-assets for clients [S9].Circle’s EURC MiCA white paper separately records the LEI 969500OYUDADGZKCR583 and the trading name Circle France [S2]. The ACPR EMI registration number is noted in the key facts table above.
The white paper also records that EURC was first issued by Circle LLC in June 2022 and that from 1 July 2024 Circle LLC ceased issuing EURC and Circle SAS became the sole issuer [S2]. Circle’s blog records that Euro Coin / EUROC has been phased out in favour of EURC and that existing token addresses remain the same [S6].
Circle’s EURC white paper defines EURC as an e-money token under Article 3.1(7) of MiCA and records that, as of the white paper date, EURC did not constitute a significant e-money token under Article 56 [S2]. This statement is an Issuer-document fact.
The AMF MiCA / CASP white-list entry for Circle Internet Financial Europe SAS describes the issuer’s CASP services authorisation (custody, administration and transfer of crypto-assets for clients) under MiCA Article 60 [S9]. It does not itself classify EURC’s token type; the token-type statement above therefore remains Issuer-document fact, not Regulator-sourced fact.

Circle’s EURC white paper records that every EURC issued by Circle SAS and remaining in circulation is backed by euro or equivalent EUR-denominated assets, redeemable 1:1 for euro [S2]. Circle’s transparency page records that USDC and EURC are fully backed by highly liquid fiat reserves held separately from Circle operating funds, and publishes EURC reserve reports there [S3].
The white paper records that holders have redemption rights at par value and that the redemption process and conditions are described in Circle’s redemption policy[S2]. The product page and white paper also record that EURC is only available for issuance through Circle Mint and that Circle Mint access is limited to institutions in supported jurisdictions [S1][S2].
Two chain lists apply to EURC and they have a different basis. The eurostablecoins.xyz tracked chains are the chains shown in the live chain table above, with per-chain supply derived from on-chain totals and the issuer-treasury subtraction. Circle’s developer documentation separately lists EURC support in Circle Mint and Circle’s API on Avalanche C-Chain, Base, Ethereum, Solana, Stellar and World Chain [S4][S5].
The two lists describe different things — Circle developer docs reflect Circle Mint / API availability; eurostablecoins.xyz reflects on-chain deployments the site currently snapshots — and they can differ in scope and timing.
EURC peg data shown on eurostablecoins.xyz reflects independent public market price sources where available. A redemption right or issuer statement is not treated as a market price feed. Rolling 7-day and 30-day deviation are computed from the daily EUR price series.
